Mesa County Administrator Todd Hollenbeck was recognized on Dec. 2 by the Association of Colorado County Administrators at the Colorado Counties, Inc. winter conference with the 2025 Rising Star Award, which honors an administrator who strengthens county operations, leads with integrity, advances strategic goals, and delivers meaningful improvements for the community.

Hollenbeck, who has served Mesa County for 25 years and assumed the administrator role in January 2025, is being recognized for his steady leadership, fiscal stewardship and commitment to strengthening county operations and services.  

“Todd leads with steadiness, integrity and a clear commitment to public service,” said Chairman of the Board of Mesa County Commissioners Cody Davis. “His strategic approach has strengthened how we deliver services to residents. We are grateful for his leadership and proud to see him recognized at the state level.”

Under Hollenbeck’s direction, Mesa County has implemented a disciplined, long-range budgeting framework that protects reserves, stabilizes operations and maintains service delivery even as revenues tighten. 

Inside the organization, Hollenbeck prioritizes clear communication, transparency and professional development. He convenes department directors regularly to align operations, encourages innovation during fiscal constraints and fosters a “no wrong door” approach that strengthens customer service countywide.
