Development Improvement Agreement
The Development Improvement Agreement (DIA) is an agreement between the project developer and Mesa County. Through the DIA, the County seeks to protect the health, safety, and general welfare of the community by requiring a timely completion of the required public improvements, such as shared driveways, road and sidewalk construction, drainage and detention ponds, etc.

County requirements prior to final plat approval
Pursuant to Colorado Statute, C.R.S. section 30-28-137 and Mesa County land development code
- Install all required public and private improvements in accordance with approved improvements construction plans
- Enter into an agreement with the County to install such improvements
- Developer’s obligations to install such improvements must be secured by a guarantee
- Two options for this agreement are available
