Coordinated Plan

This plan outlines the coordination strategies and actions to improve the efficiency and effectiveness by which public transit and human service transportation providers meet the transportation needs of the region through the year 2050. The official name of the plan is the Coordinated Human Services Transportation Plan and it can be found as Chapter 9 in our Long Range Regional Transportation Plan.

Disadvantaged Business Enterprise (DBE) Program Plan

The GVT Disadvantaged Business Enterprise (DBE) Program Plan, amended August 2025, strives to create a level playing field, removing barriers and promoting growth for local disadvantaged businesses. We are focused on building a stronger local economy by including DBEs in our contracting and outreach plans.

Notice of Temporary Non-Enforceable DBE Program as per US DOT Interim Final Rule IFR

On October 3, 2025, the U.S. Department of Transportation (USDOT) issued an Interim Final Rule (IFR) amending 49 Code of Federal Regulations (CFR) Parts 23 and 26, which governs the DBE program.

In accordance with the IFR, GVT will not enforce DBE goals or any other DBE-specific requirements in existing contracts until the Colorado Unified Certification Program (UCP) certifying agencies and Colorado Department of Transportation (CDOT) complete the reevaluation and recertification process of DBEs that have temporarily lost their certified status.

North Avenue Enhanced Transit Corridor Study

The Regional Transportation Planning Office and City of Grand Junction led an Enhanced Transit Corridor Study on North Avenue from 1st Street to the I-70 Business Loop. This project defined a vision for the corridor and identified a set of prioritized infrastructure projects to make the corridor more comfortable for people biking, walking, and taking transit.

Safety Plan

The Public Transportation Agency Safety Plan includes processes and procedures to implement a Safety Management System to record safety issues and mitigate them.

Strategic Plan

A 10-year, scenario based strategic plan to guide management and investment efforts for GVT. This plan was developed through a collaborative process.
