Regional Council purpose and use of funds
The Mesa County Regional Opioid Abatement Council, under the supervision of the Colorado Opioid Abatement Council (COAC), provides oversight of the opioid funds to ensure the distribution of those funds complies with the terms of any settlement and the Colorado Opioid Settlement Memorandum of Understanding. Funds must be used for substance use disorder treatment, recovery, harm reduction, law enforcement, or prevention/education programs. Mesa County Government was chosen as the fiscal agent for Region 13.

Bylaws for Region 13
The Mesa County Opioid Response Settlement Region, or MCOR, encompasses in totality, Mesa County as a division of "Local Government" in the State of Colorado. Each region must create an Advisory Board and designate a fiscal agent for the region. Region 13 has chosen Mesa County Government as the fiscal agent.
Council membership
The Council is made up of Voting and Non-voting members. There are 12 voting members appointed by the County Commissioners. These members are from Public Health, Human Services, Law Enforcement, Municipal and County Court, Elected officials from the County and incorporated municipalities, and other members as agreed upon. The Non-voting members represent regional health care systems, behavioral health providers, school district and higher education representatives, and human service agencies.

The Two-Year plan outlines each Region's goals and objectives for how they plan to use the opioid settlement funding for the first two years.
