Fraud in public assistance programs
Mesa County Department of Human Services (MCDHS) is committed to ensuring that public assistance programs operate with integrity and accountability. We take public assistance fraud seriously and work diligently to protect taxpayer dollars through careful oversight and investigation. As responsible fiscal stewards, we strive to maintain a fair and effective system that supports those in need while preventing misuse of funds.
While there may be misconceptions about the prevalence of fraud, our investigations show that it occurs in only 2% to 3% of our total public assistance caseload. When fraud is identified, we take appropriate action, reserving criminal prosecution for the most egregious cases—typically 2 to 5 per year—while resolving all others through an administrative process. Our dedicated team conducts objective and thorough investigations to ensure that assistance is provided appropriately, reinforcing public confidence in our operations and our commitment to serving the community with fairness and integrity.
Fraud happens when a participant knowingly and willfully provides false information about their circumstance or intentionally fails to report changes in their circumstance in order to receive benefits they’re not eligible for.
Programs in which fraud can be investigated include:
- Food assistance (SNAP)
- Cash assistance (TANF & Adult Financial )
- Low-Income Energy Assistance Program (LEAP)
- Health First Colorado
- Child Care Assistance (CCCAP)
- Adoption subsidies
Penalties for committing fraud include criminal prosecution (court-ordered fines, fees, etc.), intentional program violation (IPV) and disqualification from the program, as well as the repayment of benefits.
Reporting suspected fraud
When reporting suspected fraud, please have as much information as possible, including the recipient’s name, date of birth, Social Security number, address, and employer details. This information can help to ensure that a thorough investigation is performed. Leaving a callback number is not required, but is helpful because it will allow us to get additional information or clarify the information you provide if we find it necessary to do so.
Confidentiality
MCDHS does everything we can to protect the identity of the reporting party. However, If a case goes to a criminal prosecution (especially if there is a trial), and the information disclosed by the reporting party cannot be independently verified, or if the reporting party becomes a witness in the case, we may be legally obligated to disclose the reporting source. In those instances, the reporting party would be made aware that they are being subpoenaed to testify as a witness.
How to report fraud
Fraud can be reported by writing an anonymous letter, calling 970-256-2421 to make an appointment to report in person, or calling the Fraud Hotline at 970-256-2421 (callers can remain anonymous).
