2024 Overlay project update
Residents of Mesa County will drive into the new year on smoother roads now that the Mesa County Road and Bridge team has completed their 2024 Overlay project, which addressed four surface treatment road projects in areas of the Redlands, Orchard Mesa, and Clifton.
Earlier in the year, our Engineering department strategically planned the 2024 Overlay surface treatments utilizing asset management and Pavement Condition Index (PCI) data to effectively address the conditions of Mesa County's road network. Through this data, our teams planned for the following overlay projects
- Two Cape Seals
- One Slurry Seal
- One Small Asphalt Overlay
These treatments help us stretch our road maintenance budget further to keep roads in good condition and safe for travel. Every dollar saved means more roads treated!
A look into the 2024 Overlay project
Two Cape Seal Projects
- Parts of the Redlands
- Several areas within Orchard Mesa
- Sections of South Broadway
- Sections of East Road
- Sections of 12th Road
The process began with sealing cracks in the asphalt and applying a chip seal across the roadway. Once the chip seal was in place, the slurry seal was applied as a second layer. This combination of treatments forms a cape seal, a cost-effective alternative to asphalt overlays, allowing us to preserve our roads before they require more extensive reconstruction. The slurry seal over the chip seal also aids in waterproofing the roadway surface and prolonging its lifespan.

Clifton area
This project utilized slurry seals exclusively. This method serves a different category of roads and is an economical approach to maintaining our paved infrastructure. Sealing the road surfaces helps mitigate water infiltration and poor drainage, which are leading causes of road failures.
One Asphalt Overlay Project
Looking ahead, Mesa County is committed to continuing its proactive and cost-effective approach to road maintenance. Our Engineering and Road & Bridge teams are already planning surface treatment projects for 2025, including cape and slurry seal treatments, to ensure we can treat as many roads as possible while maximizing our maintenance budget.
