Get to know the Board of Public Health
Current BOPH Chair
Stephen Daniels received his Masters of Business Administration from the University of Denver and worked as a Certified Public Accountant. He worked as the Chief Financial Officer for several publicly traded companies during his career.
He is now an adjunct professor for Colorado Mountain College teaching economics, finance, and accounting courses. Daniels also brings board leadership experience from his service on the Harmony Acres Equestrian Center Board.
Dr. White attended Colorado State University for his undergraduate degree and University of Colorado for medical school. Mike attended the University of North Carolina for his residency and became the medical director of operations for the western region of OB Hospitalist Group.
Throughout his career he has served on multiple committees involved in the delivery of healthcare. He currently serves as the Women’s Service Line Director at Saint Mary’s. His passion for the community led him to being a part of Mesa County Corrections where he is currently the Medical Director for our local facility. During this time he obtained his MBA to aid with the business aspects of these functions.
Mona Highline is known as a trailblazer in Mesa County. She is the founder and executive director of The Joseph Center. This organization provides wrap-around services for families experiencing homelessness. She also serves on several other boards that build community health.

Highline received Nextar Media’s 2023 Remarkable Woman of the Year, a national award. She is also the recipient of the Harry Butler Community Service Award (2020) and the Kiwanis Citizen of the Year Award (2022).
Janet Rowland is serving as the County Commissioner for District 3.
She has three decades of experience looking for ways to build community partnerships to solve problems, especially for the most vulnerable. She continues to advocate for children in need, hard-working families, mental health, and economic growth.
Janet represents the county on Colorado Child Abuse Prevention Council, Colorado Opioid Abatement Council, Mesa County Community Corrections Board, Community Services Block Grant and the Mesa County Regional Opioid Board.
John joined Mind Springs Health and West Springs Hospital as CEO in August of 2022. He has more than 25 years of experience in the behavioral health field. He has a vast knowledge of the healthcare industry including the importance of behavioral health as a key component of the healthcare system.
Current BOPH Vice Chair
Marguerite Tuthill received her Masters in Public Health, specializing in public health administration and policy, from the University of Minnesota School of Public Health. She was also a Graduate Assistant in Ethics at the University of Minnesota. She has nearly a decade of experience working in population health management in western Colorado.
Tuthill currently works as the Chief Operating Officer for Monument Health.
Dr. Weber graduated medical school in 1986 from the University of Missouri. For two decades Dr. Weber worked at Community Hospital, serving as Chair of the Department of Medicine, Chair of the department of Radiology and a member of the Hospital Board.
Other community service includes volunteering with the Mesa County Medical Reserve Corps, Mesa County Public Health, and HopeWest. She currently serves on the Board of the Mesa County Medical Society.
